There is no magic number, it depends on student competency from the start. Using CEFR (Common European Framework of Reference), an IELTS score of 6.5 is borderline B2/C1.
So if the student starts out at a competency level of A2 or B1 and hopes to achieve a 7, that would require dedication, commitment, and about 120 hours of lessons for the four skills to move to a B2 IELTS ready mode.
